Step 13: (fig. 13)
1. lower the cart to rest upside down on its top flanges,
with the wheel support facing up. See figure 13.
2. Lay the drawbar tongue (11) (open side facing up) onto
the wheel support (9) and the latch stand bracket (5).
Assemble the axle (10) through the wheel support (9)
and the tongue (11). See figure 13.

Step 14: (fig. 14)
1. Assemble an axle clip (P), a flat washer (H), a wheel with
the valve stem facing out (13), and another flat washer
(H) onto each end of the axle. Place an additional flat
washer (H) on each end of the axle if there is space for
it. Secure each wheel on the axle with a cotter pin (I),
spreading the ends of the pin around the axle. Press a
hub cap (L) onto the flat washer (H) on each end of the
axle. See figure 14.

Step 15: (fig. 15)
1. Place the foot pedal latch (3) through the slot in the
draw bar tongue. Assemble the 5/16" x 3-3/4" hex bolt
(K) through the tongue, the pedal (3) and two 5/16"
hex nuts (F) (one on each side of the pedal). Assemble
the 5/16" hex lock nut (E) onto the end of the bolt and
tighten so that the bolt can still rotate freely. Tighten
the two 5/16" hex nuts (F) against the sides of the foot
pedal latch (3) so that the pedal is centered in the slot.

Step 16: (fig. 16)
1. Hook the short end of the spring (J) into the hole in
the foot pedal latch (3). Use the spring puller tool (N) to
hook the long end of the spring (J) into the square hole
in the tongue. The spring puller tool (N) can be stored
when finished. See figure 16.
2. IMPORTANT: Make sure the tongue is securely locked to
the latch stand bracket by the latch lock lever.
