Solution
Clean the brake band and brake drum.
Apply lubricant to the pivot pins.

Check the stability adjustment. See Section 8 Alignment

Clean the brake drum.
Check the brake pads for wear and replace the stabilizing
mechanism if the trailing edge of the brake is damaged.
