Should be serviced by your dealer, unless the owner has proper tools and is technically qualified.
The MIL blinks of the 12, 19, and 69 times can not be checked because the engine can not start at the
situation.
If the engine does not start, check all connector connections and/or refer to an official Honda Shop Manual
for troubleshooting of the PGM-FI symptom.
